Moona Shakil was born in Islamabad, Pakistan. She received her Bachelor's degree in Business Administration from Marymount University in Arlington, Virginia in 1998. In May of 2001, she received her Juris Doctor from George Mason University School of Law in Arlington, Virginia. After passing the Virginia Bar exam, she began practicing immigration.
